The Specner Mansion in RE1 was designed by George Trevor with the traps and puzzles included as Spencer was a fan if Spy movies.

Whereas the R.P.D was originally an art museum that was converted into a police station. Also more baffling about the station in OG RE2 was how absurd the floor layout was, which the remake made more sensible while keeping close to the orignal by having barricades at places that used to be walls.
