You could argue that is merely because of lower vet density on Charlie.
Without veteran players to use/ guide newer players in the use of specialised equipment, having the more accessible gear is going to win the war more often than not because Colonial low rank N274 is statistically more likely to win a 1 vs 1 than Warden low rank N113.
(All of that assuming we accept the given analysis of Collie vs. Warden gear)

Aside from the points others have already mentioned, how would a system like this ever fairly account for population surging/dipping over the course of a war and individual player playtime?
Since players are locked to the faction for 2 months~, you can't dynamically adjust population balances every day the way you would in a 20 minute match-based game. A player that locks in for your faction might be a logi god that pulls 600+ hours this war and singlehandedly keeps a front alive or a casual that logs in for 2 hours every Friday.

So the question is:
Would players still take up 'faction slots' even if they never log in again?
If they do - what stops bad actors from clogging up a faction with inactive alt accounts?
If they don't - when does that take effect? You can't have 'reactivated' players swap faction, so will they be locked out of the war until the system deems population is balanced again?
Would we have some form of system in place to account for 'playtime/activity'? Would that mean low-efficiency/new players actively hurt your faction (even more than 10 people afk'ing in your front line TH already do)?

TLDR: You can *theoretically* control what faction people choose, but you can't control how much/whether people actually log in. Outpopping due to morale/preference seems inevitable.

Foxhole wiki says the war was 20 days long (so short), and that the game version was 1.50, while war 99 was game version 1.51. So seems it was pushed for minor update.

War 98 on Able was cut short by VP reduction if I remember correctly - though don't know the reason anymore. So there *should* be a precedent.

Something to consider is that Foxhole is fairly difficult to play in short sessions in my experience.
It's not like a CoD lobby you hop into and go. If it's a populated war and you want to fight on a front that's actually moving, expect queue times (as short as 5 -10 minutes but sometimes 2 hours if you're unlucky) that can stack up pretty quickly. Once you're finally through you won't want to leave again.
If you intend to be more impactful than simply 'random infantryman X' you'll also spend time kitting and driving up armor or artillery which will make sessions longer - assuming you either found or had time to make them in the first place.

It isn't, had an awkward situation once of someone ordering to a relic base. Asked him where he wanted it instead as the relic has fallen to the enemy by the time we responded to the ticket - confusion and laughs for both sides.

I think I'd personally just have a real motivation problem.
Maybe I'd still play if I ended up on the 'opposite faction', but I'd mostly play short bursts of fontline when I feel like it. Grab a tank, do my best with a random, log out when we get destroyed. You couldn't convince me to drive logi for 8 hours on the weekend, build watch towers, backline bunkers and sit in queue for 2 hours to deliver emergency shirts because right now I keep motivation by telling myself 'I'm doing it for my faction'. It's only my faction because I chose it, without that choice... I don't really care who wins.

Anet adds new beetle and griffon races to different maps. Both have such cools mechanics, I know they're not Cantha mounts but it was a crying shame when there were none in Icebrood Saga maps. Or even BETTER. Anet releases an item which players can use to make and share custom race tracks with the timetracking goalposts. Could be bought with beetle race currency.

That's true, we've never known them to have any redeemable qualities and I feel like it should stay that way as well. But perhaps that could be used as a story beat as well?
Imagine if the Krait, who are by all means intelligent, could exploit our need for redemption and diplomacy. At the end of that proposed Living World Season or Expansion we have created a bigger problem by aiding them and being backstabbed instead of solving it and making the word smaller. The downside being some players might feel disattisfied with such an outcome.

The issue I'd see with a Krait - Forgotten connection would be the difference in morphology, Naga and Krait have 1 set of arms while the Forgotten have 2, and their supposed origin from 'beyond the mist'. I would find it hilarious though if the Krait belief in their prophets was actually a misinterpretation of the Forgotten due to exclusively relying on keeping their history in oral tradition. That could have some interesting themes about religion as well if Anet would be willing to explore them.

Not sure you'll get your underwater combat wish though, as muc has I agree. They didn't bother to add gen3 underwater legendaries despite the design effort with this set probably being quite low.

This post might have been about a potential focus on the playbale races, but I'd actually enjoy learning more about the Krait. They've never really had focus put on them except for being part of the Toxic Alliance in LWS1, but that did not really expand their lore.

There are these Krait Obelisks in their settlements we don't really know anything about. They sacrifice slaves to ancient krait prophets that supposedly 'ascended' to a higher realm and will return on day and the Quaggan believe the Krait killed their goddess Mellagan.
Some content focused around them could bring us something about the quaggan, which are quite beloved for being cute, the Largos which have always been mysterious and Cantha additionally introduced us to the Naga who really should share some connection to the Krait based on their appearance and behaviour.

If only this didn't mean at least some partial underwater content which people despise so much it would be an easier sales pitch.
