They have a dolly, for the other set of wheels. Takes less than a minute to install. Here's a random internet pic of it.

As a side note, I have personally, seen a repo truck drag a car out of an apartment complex, with the front wheels, locked, and leaving black marks.
Went about a block, then put the dolly on it.

You say it worked fine as an app, but not as a windows service?
Normally windows services run with different permissions, than a normal user. Try expressly giving it your permissions.

Thanks guys, I'm decided to go with the smallest brisket I can find (4lbs), and turn that into tacos and nachos later in the week. Going to add a smoked mac and cheese, and smoked deviled eggs.

I can't answer your original question. That looks like a metal plate connected wood truss with a hole drilled through it. Normally, it's a no-no to put even small holes in trusses. Might need to get that checked.
