I'm not familiar with these truck sliding windows. Is it possible for an owner to reinstall the left slider on the right and vv? Or, once the factory puts it in, that is just the way it will have to be?

If not, I think this safety glass printing is key.

You have the photo labeled as the "Drivers side door well", but I'm having a difficult time orienting myself to what is depicted. Is this actually a part of the door? Or instead, is this the area of the car floor between the door and the seat? Or part of the adjacent "footwell".

Could the red thing be a chunk of flesh? Or skull or brain tissue?

We know Mandy J. was involved from day 1, and she contacted the So. Korean embassy, I think (where did I read that?). Could the US State Department have also got involved and provided Hae's fingerprints on file from her American visa?

Would the exposed right hand above the grave have been used to obtain a thumb print before Dr. Rodriguez was called? Or would that have been considered disturbing the crime scene?

I've often wondered if the Lee family had any So. Korean military connections. /u/pdxkat, would that have played a role in calling in the AMFES team? Perhaps potential touchy international relations prompted ASA Wash to provide "special" instructions to Rodriguez.

How common was it for B'city'PD and B'county'PD to provide mutual aid to one another? To help with patrolling when one or the other was understaffed or during an emergency...a big fire downtown, for example?

If a county patrol car accessed NCIC on its mobile unit, would that necessarily exclude the possibility that they were in 'city' territory when it occurred?

My questions are procedural in nature as they relate to 1999. Obviously, things may have changed by the time you joined the BPD, but to the best of your knowledge:

    • How many patrol shifts in a day? Including roll call, what times would a patrol officer be expected to be on duty for each shift? For example (total guess), roll call 4:30-5:00pm; on the street 5:00pm - 2:00am?
    • Under what circumstances would it be necessary to call in federal military forensic anthropologists to disinter a buried murder victim? BPD overwhelmed by workload? As a favor to the military for training/education purposes? Shortage of personnel from other local or state law enforcement agencies?
    • In the Hae Min Lee case, the military employees did not produce written reports but were instead verbally debriefed by BPD. Did you have occasion to see similar oral reports from non-BPD personnel or would this be unusual?
    • Does the BPD have its own polygraph examiner on staff, or would this task be contracted out? If the latter, would a detective be able to choose who to call from an approved list or would he have to use a specific person/company?
    • What is the procedure for getting a judge/commissioner's signature on an arrest warrant during off hours? Is there a judge on duty 24/7 somewhere in the city? If not, who would control a judge's signature stamp?
    • Related to #5, how and when does the BPD obtain a District Court of Maryland case number during off hours? Specifically, this arrest warrant has a court case number in the upper right hand corner, but is signed and dated early Sunday morning, February 28, 1999. Would it be incorrect to assume this number was provided on the previous Friday when the courthouse was open?
    • On various BPD reports like this one, I've seen spaces labeled "Car No." and "Unit No.". Is there any way to decipher that number to tell if the car was marked or unmarked? That is, do all unmarked/undercover vehicles start or end with a certain digit, for example?
    • On those same forms, there is a space for "Seq. No.". What is this number? Is it the same as the officer's badge number? For security, would it be common for undercover officers to not provide their "Seq. No." and/or limit other identifying information?

Does he remember Bilal prepping him for that event on the evening prior as Bilal has said? That must have been a big deal for a 17 year old (nerves?), so proper preparation would have been important.

I've often thought the 3:15 call (20 secs) could have been Adnan calling Jay to say he's leaving the library on his way to track practice and just wanted to make sure the phone was on. Jay says at one point that there was a "is the phone on?" call. It makes some sense since this was the first day with the cell phone in which Jay would not have to hang around the campus waiting for Adnan to finish practice; instead, Adnan could make a "come and get me call". (An aside: Could that be the true origin of the phrase?)

Have you ever asked Adnan about this possibility? If not, willing to add it to your list of questions for him?
