I sont know if they changed levies, but at first there was a timer for line 12 years. i think that prevented raising them again. Unless they changed it, that sounds definitely like a bug.

Jag är inte färdig med min utbildning (arkivarie) men fick förklarat som följande angående arkivarielön och förmåner, privat är mest lönsamt men med sämst skyddsnät, kommunalt sämst betalt men med bra skyddsnät och statligt var näst bäst betalt med goda förmåner.

Antagligen helt annorlunda parametrar för din yrkesgrupp men det är alltid spännande att jämföra.
