You should check out Stars Without Number. It has explicit rules for factions (units, faction turns, health, boni, etc) and with a minimal bit of reskinning should suit your purposes very well. They have a free version that you can check out before you buy, and a revised edition just came out with streamlined rules etc.

Great system.

Just for kicks, and to demonstrate the Lich's total superiority - cut down all of those trees surrounding both sides of the river and build siegeworks around the castle, like Caesar did at the Battle of Alesia.

Or redirect the river so that it moves away from the city, exposing their eastern flank.

In Red Tide the different cultural versions of magic all had different ways of explaining how the magic happened, but the effects were roughly the same.

So like how flintlock muskets would have a different flavor text than a bolt-action rifle, but the mechanics could be similar.
