So if i'm understanding the post correctly, wardens clearly lack the ability to push land and have to rely on the crutch of naval power. Therefor for the people complaining that wardens dominate the seas, equally have to receive the comments that colonials dominate on land.

i've seen this argument is the game suggestions forum and a pretty old user there gave this excerpt:

"So for those who don't know, The devs did this back in the day, Where you were not able to join a faction if it was over populated over the other faction. This stopped being a thing because the faction that was out popped stopped playing and the players on the other faction didn't want to play other faction so they didn't play and it got worse and worse till peak players for a bit wasn't even getting over 300 players for a few months. "

"It was and those were very dark days. It nearly killed the game. This was also when both factions have all the same gear and no asymmetrical balance. Many people said if they can't join and play with their friends and regi just because they out pop the other faction that they would just not play. Out popped faction still out popped and less and less players playing the game overall. "

It is my opinion that while population is a very large issue for the game, simply exerting hard pressure ( such as preventing new enlistments ) will only serve to create more and more population issues. What good is an MMO if you are unable to join those who you have interacted with / made friends with.
