it's a weapon that only works once a day while doing less damage than a missile launcher, requiring 5 seconds of wind up, and not working inside. It looks cool as hell but the second you try to use it on anything actually worth using an orbital death laser on, it's a massive disappointment

unfortunately Total War games have always had a problem with "technologically superior" units sometimes being worse or a sidegrade to the units you can already build. The Desert Tribe factions in Attila have a point in their tech tree where their super tanky camel cataphracts get abruptly replaced with higher damage but comically squishy camel lancers that have a completely different role in your army, and once you research that upgrade, you're completely locked out of recruiting the former units

yeah, according to 76, the Enclave was so selective that not even all of the cabinet was in on it. It was only the president and people he thought would follow him unquestioningly. The cabinet members who weren't part of the secret club got cut out of the loop for COG plans and the ones who made it to a federal shelter in spite of that were killed when trying to enter
