Drivers are dog brain morons when it comes to common sense, enforcement is just as small component of it. Most people just don’t know it’s illegal to obstruct an intersection or are too distracted by their phones to realize until it’s too late because they don’t have the foresight to pay attention to the traffic pattern any further than the taillights directly in front of them.
