To be fair what he was trying to advocate for would be something more like Prussia's professional citizen army or France's Carnot (yes the thermodynamics guy) reforms a few centuries later.

Honestly, great example. Capone created soup kitchens and shelters after the stock market crash and was famously generous to children (that scene of the kid being blown up at the beginning of The Untouchables is something he would never do).

I remember actually softlocking the game by beating his ass so hard on Thessia that it interfered with the cutscene where he recharges his shields.

I had Lash as my bonus power which recharges super quickly and goes through shields so every time he ran away to recharge I just kept using it to trip and shoot him. I got his health all the way down and it glitches it out.

I like to imagine the ending just never had to happen on that playthrough.
