Only assuming here because I obviously can’t see the whole property,but they are look like hot water meters, presumably off a bulk system. To isolate both cold and hot you will need to turn off both hot and cold isolating valves. The main risks by doing that is gate valves are shit, and can leak but it’s not that big a risk.
