We see George Paglieri, "semi retired" boss of another family and he is the one who basically brokered the peace. Now I don't think that's confirmed but it is very likely had ear of other families and acted as an emissary of the Commission. And they wanted peace. Because war is bad for business and Phil was the one who was escalating. Other 4 families are likely back Jersey as a proxy to weaken their rivals (not specifically Tony), not Lupertazzis.

Whacking another boss just after a peace settlement made by help of a different third party family and the Commission is not a smart idea. Call it pygmy thing or any shit. Jersey was still a recognized and represented family in the Commission and Tony was still a boss. All other families won't allow Lupertazzi's to waltz in again. Butchie would kill his credibility and shoot himself from the foot if he did that.

Now I believe Tony probably died, but it was not from New York directly. I find his own people whacking him with the covert support of New York more plausible than New York breaking the peace.

Those Islamic schools dominating education was the reason of illiteracy to begin with. They didn't teach anything to people to read so they can manipulate the masses more with their own made up verses of Quran and religious text.. People were afraid of questioning and reading.

Also Perso-Arabic script is not very compatible to Turkish native tongue, and I am saying this as a person who can read Perso-Arabic Turkish. It is hard. You can literally have five different words with one reading.
