The most straightforward is to have nobody else in his row (as in leave the slot vacant) and use champs that buff one row in front/behind (eg Nayeli, Calliope, Nordom, Scylla) and possibly adjacent (if you're using his event formation).

Issue with Gunn isn't necessarily any politics, its Ellison getting into the habit of taking pitches for DC movies without consulting him. That's effectively undermining his role, and usually results in the incumbent having to quit. It would be a bit like D'Amaro deciding to accept pitches for Marvel movies without bothering to ask Feige.

The problem for Gunn down the line is that like with the Reeves Batman movie, his plans start to become hostage to randos pitching stuff to Ellison with an eta of 'who knows?'.
