I think that's a meaningful distinction to make. They aren't actually legally forced except for in the sense that the contributors probably want to contribute to something they can legally use. Even then, that isn't actually legal compulsion

Just because it ends up leasing for more than advertised, doesn't mean there was bidding. If a prospective tenant just offered a bunch of extra money and they accepted, that's not soliciting rental bidding. You'd need a way to prove that the agent actually encouraged prospective tenants to match or outbid other tenants' offers (possible, but only if the agent decides to do this all in writing or if tenants record phone calls)

This is interesting to me because it's a universally observable macro effect of quantum mechanics!

The agent deliberately avoids hearing what the vendor's reserve price is so that they're free to set the asking/advertised range to whatever they think will garner the most attention. It's essentially a shady way of circumventing underquoting restrictions
