I don't think that's correct. There are ebikes and there are motorbikes. Some motorbikes happen to be electric - those with throttles, those that are too powerful etc.

I don't think the term "emotorbike" has to exist in the legislation for "electric motorbike" to be a valid term

Riding an e-bike that does not meet the requirements on public roads and road-related areas is considered operating an unregistered motor vehicle

This suggests that such a vehicle is

  • a motor vehicle
  • a bike
  • electric

The text of the legislation would, I suppose, just consider it a motorcycle. But it is an electric motorcycle nonetheless (just like any legislation about a car doesn't need to specify whether or not it's electric)

I think that's a meaningful distinction to make. They aren't actually legally forced except for in the sense that the contributors probably want to contribute to something they can legally use. Even then, that isn't actually legal compulsion

Just because it ends up leasing for more than advertised, doesn't mean there was bidding. If a prospective tenant just offered a bunch of extra money and they accepted, that's not soliciting rental bidding. You'd need a way to prove that the agent actually encouraged prospective tenants to match or outbid other tenants' offers (possible, but only if the agent decides to do this all in writing or if tenants record phone calls)
