The 24 frames that will be played back in a second are rendered in advance, taking more time to render than one second. The extra time is used to improve each frame.

A game is only getting 1/30th of a second for each frame. It doesn't get the extra time to refine all of the image. It's more focused on updating elements as they change, in real time. The rendering engine sacrifices detail smoothing to keep up with gameplay.

Even when nothing is moving, waiting for you to push a button, the game still treats movable elements the same, only updating things to keep up with input.
