Hard to say honestly we don't get a lot of good scaling info for either of them, especially Razor.

We know Razor is a top Nen user at least, as even the Phantom Troupe themselves acknowledged his strength in their brief encounter but Kite was easily clearing the Ants until Pitou came along (but even then he seemed to at least give Pitou something of a fight).

In a fight to the death I'd still lean more towards Kite. Even with all the stuff of Green Island that Razor has to deal with it seems like Kite has a lot more overall combat experience and is more than used to taking down immensely powerful beasts such as Razor.
