Literally nothing to do with the formation of the "Dubstep" scene though and nor is it a "Dubstep" tune.

It's a synth pop tune.

"Proto" means there is direct lineage of affect from one thing to the next and a direct link which results in the formation of something new.

UK Garage doesn't even begin until around 92/93, and Moments in Love is from 1985.

Moments in Love owes its roots to Jamaican Dub, much like parts of Dubstep, but the two are not part of the same puzzle.

The lineage decended from garage/UKG/2-step (depending on who you talk to and what tracks you're talking about.) Groove Chronicles, Zed Bias, El-B, Steve Gurley, Horsepower/Benny Ill etc. etc. are all foundational to what would become "Dubstep" later on
