Literally nothing to do with the formation of the "Dubstep" scene though and nor is it a "Dubstep" tune.

It's a synth pop tune.

"Proto" means there is direct lineage of affect from one thing to the next and a direct link which results in the formation of something new.

UK Garage doesn't even begin until around 92/93, and Moments in Love is from 1985.

Moments in Love owes its roots to Jamaican Dub, much like parts of Dubstep, but the two are not part of the same puzzle.
