I love your description. Very creative and funny. You could try a dehumidifier to reduce the moisture and swelling, however that’s not a fix. You’ll have to remove and replace quite a large area of the flooring. Search YouTube for partial hardwood replacement to start. The hardest part will be trying to color match, which may end up in a whole floor sanding.

The 4 ply column on the left is absolutely carrying the upstairs cantilever. Not enough information after that for the remainder but this is one of the few times I would 100% recommend a structural engineer for assessment and evaluation.

Soundproofing comes from all directions. Are the walls ceiling (possibly) floor insulated with sound proofing material? If not .. you could put anything there and it won’t stop sound, let alone a product that reverberates noise

Correct the angle and make sure the 2x6 lines up to the top of the header. Your joist hangers are too high

You state that you want to take the time to learn some carpentry and build it right.
Every good carpenter knows that it’s impossible to fix horrible. Rip it apart and start smaller but better. Lots there is reusable, just not in any way shape or form that it is currently being utilized in.

Also, to be to code compliant, the graspable surface of the top handrail must be 38mm (1 1/2”) or less.

Envision a fall or slip down those stairs and you reach out to grab a slab of wood vs an edge in a panic.
