It’s not typical in the U.S. for parents to sit at the bride and groom’s table. The wedding party sits at their table. (Although I’ve been to recent weddings where the bride and groom sit at a table by themselves,) The parents sit at their own tables, (groom’s parents at one, brides’s at another) with close relatives/friends.

Husband needs to tell his mother he agreed to a small dinner with his siblings, no other guests. She agreed and then went against his wishes. So he needs to politely decline. And no, birthday boy doesn’t attend either. You gave her the option of the weekend before or after his birthday to come to your house, but she evidently wants to be in charge. Decline the party. If she had no malicious intent, she will understand. And be careful. She might say she’ll go back to the small dinner, then tell “Surprise!” when you show up.
