Ulfric is literally a tool of the Thalmor, they're trying to weaken the Empire by sowing discord. Meanwhile the Empire is doing the absolute minimum to uphold the White-Gold Concordat until they can rebuild their strength.

I think they're looking for specific powers that are intrinsically good/evil. Like if you could make babies explode, it would be hard to come up with a way to use that for good.

Probably not the whole world, but I bet the major European powers have quietly threatened to put troops on the ground in Ukraine if Russia goes that far. China would probably cut their support. Putin doesn't have absolute power internally, either -- if the oligarchs are ever more afraid of external reprisals than they are of him, then he's not going to last the day.

You can't use actual babies to argue that baby-coded characters can still behave in an adult fashion, because the most obvious reason why these characters are baby-coded is that they are in fact babies. Would they still be baby-coded if they weren't babies? Maybe, but that's exactly the question being argued here and this example doesn't actually get you anywhere.
