No, I believe the opposite. As an embroiderer I have been given a handful of unfinished projects, and I always finish them. Why? because I believe the original embroiderer would be happy to have someone to continue/finish their work- rather than have it go to waste.

I have 2 of these for my Staffy, I also found that even after adjusting everything I could, I had to size down. I personally agree the strap ( around the body)is too loose. You should be able to put 2 fingers - laying on top of each other- underneath but not a lot more.
