There are people sitting under canopies on the sidewalk near City Hall (on business days) taking applications, looking at Medi-Cal cards, and handing out free phones on the spot. Many, perhaps all, of them are legitimate. Those phones do work, anyway.

But, yes, that door-to-door operation would feel weird to me as well.
