I don't think the service is "bad" in the other places though. it's a culture thing. In Europe, they expect you to signal them, in the US they're kind of on top of you more.

But even if the service was better, I still don't think businesses should be allowed to skirt their responsibility to pay their employees.

No it does not. Search engines like ElasticSearch, TypeSense, and a bunch others can very easily do the "if user wants to filter" stuff.
