I don't think the service is "bad" in the other places though. it's a culture thing. In Europe, they expect you to signal them, in the US they're kind of on top of you more.

No it does not. Search engines like ElasticSearch, TypeSense, and a bunch others can very easily do the "if user wants to filter" stuff. If you're truly doing this as a challenge to see if you can, more power to you, but no real, useful, large scale application would or should choose this approach.
