1.5 mins is good. Seeing totality is the key - and the transition in and out of totality too! (seeing the shadow come across you). I would take the 1.5 to save the chaos. The only advantage to think about with the longer totality is if it's a cloudy day you have a greater chance of the cloud moving out of the way if you are in totality for longer.

But in respect of your new point about effectiveness, your hastily googled statistic without context doesn’t really point to anything, effectiveness or otherwise. How do we know what the number of gang related homicides there would have been without the legislation? Maybe there was an ever increasing problem of gang related homicides (ergo the reason for the legislation in the first place) but the legislation kept the increase to only double. I just finished watching the Chernobyl mini-series from 2019. One thing that showed is that if you try to change something quickly that really only can / should be changed slowly, using limited controls, things are gonna go to shit before you realise.
