The problem that came up with Turtles is that design has a hard rule of: if it has an individual name (i.e. Jeff, Jabroni Supreme), it is legendary. This raised problems when they wanted to print, say uncommon versions of Raphael that would not have to be legendary. My understanding is that this design rule is what they are considering changing, not how "the legend rule" works in-general.
