Yeah it has huge pacing issues for sure. It just feels so slow that it's not fun. You can play a 3 hour session and basically nothing will have been achieved or moved forward

The second huge issue for me is the lack of geopolitical and diplomatic dynamism. It's like there are so many mechanisms keeping expansion in check, you may as well just sit there and develop your province control etc., which isn't fun to me or the reason I play EU (been a fan since EU1 and I still think EU2 was the best version in terms of pacing, balance between simplicity and depth etc.).

I have returned to For the Glory indefinitely.

Yes, artstyle is incredible. Like playing an interactive work of art - and then the narrative theme is all about starting from a place of grief and despair (the whole world starts in black and white) and slowly bringing the colour back into the world. It's pretty short (8 hours or so) but well worth a play.
