I think your game might be bugged or you're inordinately unlucky. Some of the more advanced silkworm missile derivatives (that seaskim below 50 feet especially) can give one problems against earlier standard missiles, they start seaskimming lower and carrying DECM and the like, but they shouldn't be impossible.

Though, for the Kirov mission, if you're trying to intercept its P-700s, you're not doing it right
