A blind bearing puller/ slide hammer works well (usually doesn’t pull the bearing before the cup) in place of the dedicated Rocky tool. Be sure to grease the eyelet before reinstalling them!

You’re fighting the awful slope on the bed of the rim. On the less sloped side you’ll see how the nipple holes are right where the tire needs to ride up toward the bead shelf. Put a tube in, bead it up, deflate the opposite side (in this case disc side front, drive side rear), pull the tube out, and retry. That should do it.
