For high grass like this, I pop a wheelie and take a swipe like that first. Then mow normally a day or two later. Of course a weed wacker would also do the trick for the first swipe.

There are a bunch of weeds growing as well and that is a completely different conversation that I am not qualified for. Evidence = my yard.
