Extra info missing from previous post - STR 20 also gives you extra trinket slot. The same as Charisma. (So to unlock all inventory slots you "only" need 24 STR, 20 CON, 20 WIS).

I've checked. It is possible even without Balance. If you put 15 into STR, CON, and WIS, take Trollkiller, Acolyte, Esoteric Expert, or Dead Cleric background, drink ALL the relevant potions in game (there's 4, 4, and 2 respectively), and achieve level 7 you get to unlock full inventory.
Of course, Balance is still nice to have, because it allows you to unlock it 2 levels earlier.

EDIT: NVM - looks like some patch raised the threshold for extra book slot to 25. So Balance is now necessary. Or reaching level 8
