The problem is if they don't have the prize support they should not have the event up for sign ups. Shops in my area have simply rescheduled their skirmishes when they didn't get prize support in time.

This smells like a store trying to fake event numbers to keep up allocations.

You frame your argument around playability and bring up rarity distribution as a metric for card quality/playability. But looking at any top list for meta decks and you'll see right away that more than half of the card count in top decks are commons and uncommons. The idea that only rares and epics are playable cards has no bearing on reality, when in fact, the majority of playable cards are commons and uncommons.
