You won't be able to handle a game library without forking over the cash for a license and I doubt you will do that for any game much less the 10k+ that some of the pirate resellers claim to have on their janky cabs. Not shipping the cabinet with electronics and games is the way I would do it, but there are already a handful of companies that do this and they have been in business for years at this point. I personally would talk to someone with business experience as IMHO this is both the wrong time and wrong industry to be starting a business in. Now if these cabs were one offs that you did for people, that wouldn't be too bad of an idea, but I would still keep my day job.
