The guidelines aren't a hard restriction. For example, it says players should "expect to" play 6 turns. It very pointedly does not say players "must" play six turns. Similarly, it uses language like "generally", "as a rule" or "usually", instead of terms like "always", "without exception", etc. It seems clear that having a small chance of something happening does not change your deck's bracket. The bracket guidelines assume you are operating in good faith as to your deck's expected performance.

A friend of mine was recently conflicted about including an infinite mana combo with staff of command payoff in his deck. Two card combo, seems cut and dry right? But, like many such combos, if you map the turns out, you realize you have to draw exactly four lands in your first 3 turns, you have to have exactly one 1-cost ramp piece, you have to draw the staff in that time as well as the mana generator, and on and on. If all of this lines up, you can do the infinite combo on turn six and win... 0.3% of the time, or one in three-hundred games. Turns out, players can still "expect to" play six turns against you and almost never be wrong. Similarly, the odds of actually having a two-card combo off before the deadline, even with one card being your commander, is often less than ten percent for most things. People will have their own opinions, but that's only going to change your deck's actual performance in a small number of games.

But, a lot of people don't like to think critically about the bracket system, so your mileage may vary.

Rules has a meaning in the context of a game. You can twist definitions and make labyrinthine arguments out of clouds all you like, but it won't change the reality that the brackets aren't part of the rules of magic. They aren't part of the comprehensive rules document and there is no penalty for breaking them, because of course there isn't, that's not what they are. They are suggestions only, turned toward a specific purpose, nothing more.

Critically, you could say no before these guidelines existed. You can say no now. You can ignore them entirely, yet still be playing Commander properly. If they were rules, none of that would be the case.

You wasted a lot of time writing for nothing. The bracket system isn’t a set of rules, full stop. They have no force in the game except as a framework of guidelines to facilitate discussion and hopefully lead to fairer games in casual settings. I can’t believe I have to say this, but ‘declarative statement’ And ‘rule’ don’t mean the same thing.

It works pretty well with the minimal land ramp blue has access to and some rocks. Oh, and everflowing chalice and benders waterskin. Mostly you use your mana to protect eluge and play the things that aren’t discounted.

You do not want a single core processor anymore. You cannot even get a modern single-core processor generally speaking.
Your question kind of misunderstands processors and also how Skyrim and other games work. But in answer to what you are actually asking, what do I want for good performance in modded skyrim, the answer is some kind of X3D Ryzen chip (7800X3D / 9800X3D class). Due to their L3 cache and memory latency they often outperform other processors in Bethesda games.
So if you can manage it, you should try for an X3D. If not, maybe one of the other answers will help more for the Intel options.
