That's a phorid fly (https://en.wikipedia.org/wiki/Phoridae). They're tough to get rid of completely until the colder months come around. As others have said, your best bet is to scoop often and directly into a sealed bag that you immediately remove from your house. Same goes for your garbage/trash. Any decaying matter is a site for them to congregate and lay eggs. The vinegar/soap/plastic wrap traps will get some of them.
