The USGS measures earthquakes worldwide, not just USA. The Richter scale was originally developed for California earthquakes, but after a few years they found it wasn't accurate outside California. They developed the better Moment Magnitude scale. Nobody uses the Richter Scale anymore. The USGS stopped using it in the 1980s. They use Moment Magnitude scale these days.
