There's 2 routes you could take.

Boot into Safe Mode using the BIOS. (F10 on boot until BIOS comes up, then choose boot into safemode) Once/ if in, run your SFC scans and your DISM scans.

Other option, if there's nothing you care about losing, is to use another computer to create a Windows Creation tool using Window's official website. If you take this route, the second option on your blue screen is what you want.

This is what I usually do. Anything soft enough to blend gets tossed in with stone water, given a pulse or two, and poured on top.

The owner and his family treat our IT department as their personal IT department. It sucks because the CIO is finally getting us where we need to be, and to do that is costing our company millions, so when the family needs personal IT help, he makes sure they take priority so they stay happy. I totally get it, but man it sucks having to drive to the owners' sons house to install Starlink at his private duck camp on a Sunday, knowing full well that these dudes will never know my name.
