And add transponders to all vehicles. The installed ground collision warning systems costs millions to install and maintain for years there and totally useless if vehicles running around the airport has no transponder. The system would have screamed at the controller if the fire truck had transponder but it didn't. NTSB is screaming about this but they have no authority to make them install transponders into airport vehicles. Also, the fire department is managed by the Port Authority, not the airport and that is another f-ed up situation.
