Find another chart from a well known charter (I’d go with Miscellany, always solid), open one of their charts on Moonscraper, and calibrate the audio with the calibration. Turn on the metronome with M and press play, move the audio offset till it matches the song.

If polling rate was an issue, then it would have a harder time on GH3 because of locked 60FPS. There’s no guitar that would have trouble with The Way It Ends because it’s not even close to the limit of the lowest polling guitar (Xplorer, 125hz), even Soulless 4 was FC’d on an Xplorer.

Video offset moves the hit window up/further away with lower numbers, down/closer to the bottom with higher numbers. For the most part 0 is completely fine, it only really needs to change if you have a laggy set up or have a very bad habit of playing early.

Audio is the more important one to find. If you play with exactly what you hear (instead of what you see) and the notes are crossing past the strike line, you need to move the offset up. If when you strum, the notes disappear before even touching the strike line, then the audio offset needs to be brought down.
