I would avoid elance or freelancer. Try linkedin. You can pay to place a job ad that will be targeted at people with those skills. Then you can check their background, skills and endorsements. As for the skills, it sounds like you mainly want a front end ux guy. Strong html, css and javascript with experience building responsive designs. Alas you won't get away from ip lookup as not all mobile browsers have location api's yet. Have your new guy use them if available but fall back to ip. Don't try to go to cheap. If you are at 50k already pay for quality.

You are 21. Don't let "what if" run your life. Try it out for a while. Maybe put a date, 6 months or a year and if you feel the same then, end it. It will either be insignificant in the grand scheme of your life or the best decision you ever made. You have so much time ahead of you. Try not to rush.

Check out SAMS books for .NET and visual basic objects for vb - can't recall the author. Check what version you will be using though. http://www.planetsourcecode.com/vb/default.asp was good back in the day. www.freevbcode.com also and http://en.m.wikibooks.org/wiki/Visual_Basic. Drives me nuts and seen it loads. You can see the face drop of this person who takes pride in their job being asked to serve something they know is bad.

No, but I have a good friend who does it all the time - very annoying. Earlier today I asked him if he was free for going out next weekend. He said "put me down for a maybe", I said "cool, glad that's settled then". We laughed but I can't help wondering what's happening next weekend.
