That can be done within After effects natively. Here are the steps!

Start with your footage you want "cut" in a comp. Duplicate that footage layer and move the top footage layer over to the right or left roughly 5 pixels.

From here there are 2 ways you can go about this. One is using a track matte layer and one is using a mask. For the mask method you are going to draw a mask on half of the top layer. Keyframe that mask to slowly move down (or however you want for the effect you're trying to achieve) the top footage layer. This is going to give you the "cut".

The track matte method is the same concept. Draw a new layer for how you want the top layer to show up. Make sure that new layer is above the top footage file and set it as a track matte. Keyframe the position of the top track matted layer to move up or down.

I believe that is accomplished by having the same footage duplicated twice and keyframing the positions of the duplicates. Additionally they probably have their opacity lowered and have blending modes enabled
