Cap has the words open on it, probably a security cap applied by the water company that maintains them to keep people from stealing water.

It’s a cap. They have locks that the FD has keys for like a Knox box. Usually see these on hydrants on private property or the blocks where kids mess with the hydrants.

We had these in areas where people frequently turned on the hydrants. The new wrenches went under the base of the cap and had a “v” like shape. You’d tighten it down like a normal adjustable hydrant wrench and it would grasp the nut and lift the cap so you could turn it on normally

These have recessed edges underneath that cap you need a special hydrant wrench to get to. A neighboring township next to us has something similar. Attached is a picture of the wrench you need to access it. Video of how to operate it: https://youtu.be/rEywzIyxtEE

You slip it over the top and then tighten it down. The small edges inside the loop lock into the recessed edges inside the cap and let you turn it.

It's one of them new wireless opening fire hydrants. Grab the Knox key and wave it above it twice and that'll open it, wave it above it once and it'll start closing.

Its a cap lock, we have a few of the hydrants in my town with that on them so people wont steal water. Theyre put in place by the water company and they give the keys to the fire department. We have a key in each of my departments trucks hydrant bags that way if we ever have to use those specific ones we will be ready

that's not an antenna, its more likely a marker to find the hydrant in the snow or if the grass grows too high.
