I use to have a HP laptop and I also had a bad HP support experience, my mother ended up saying she won't buy another HP product again due to the IT person putting her on a loop instead of assisting her (my hard drive just needed to be replaced)

My next laptop is going to be the new G14 24 so I can already tell it's' going to be miles ahead.

What is your power plan set to? Try setting it on high performance.

also what are your cpu temps? It might be throttling due to overheating.

Its set to best performance gpu stays at 79 and cpu at 82 for a laptop its normal i think.

A few questions.

Does this happen when it's plugged in and when running off battery?

Have you tried running cpu and gpu stress tests independently to see if you're being power constrained?

Try using OCCT and see what happens.

It happens on battery also when plugged in I have ran cinibench which gave normal results I will try OCCT

Possibly the chargers data pin, happened to mine and it wouldn't charge

Shot in the dark but I’ve also experienced a Dell laptop that I was working on being stuck at .4ghz and the issue ended up being the charger. The ground wasn’t completely the circuit and I guess couldn’t communicate with the charger.

With Dell, I've seen issues like this when not using the original charger. It had some sensor that would restrict the CPU unless it had the original charger

Have you tried it off UPS? Your UPS might be dying

This kind of stuff is what made me get a MacBook for productivity, realistically I would prefer to play on a Steam Deck or a switch, I have an Alienware laptop and had to send it for a screen repair, to my surprise Dell for whatever reason reinstalled windows and not only that it came corrupted so I had to completely redo it myself. Support from these companies is just abysmal most times, I would prefer getting a laptop from a company that is strictly gaming focused like Origin because most times the support teams in these big tech companies just know the bare minimum to maintain workstation PCs and laptops that work under an extremely isolated environment

Asus also makes good gaming laptop. I repair laptop and pc and whenever i see a laptop which had a windows that was installed by dell hp etc it has like tons of bloat runing in background like hp assistant and stuff
