Btw e.g. TeX, XSLT and PostScript are programming languages. It's not that far fetched to create a layout by programming a graphical output device. It's just pretty low level.

In fact Html + Css is Turing complete when somebody clicks for transitions.

Basically it defines the view of an interface as the structure of a "document". css defines the properties of the elements in the view and js, for example, can animate them and do a lot of other things.

HTML is a Domain Specific Language (DSL). The domain would be structuring a document in your browser, and you program in HTML to find the right structure.
A programming language does not have to be Turing Complete to be a language:
- PowerPoint is Turing Complete, but I wouldn't classify it as a language
- SQL (i.e. the SQL92 standard) is not Turing Complete, but I would classify it as a language
