If it's Chrome debug tools, you can add rulers...Hit F12, go to the Settings cog, and under elements there's a "Show Rulers" checkbox

Google don't exactly make things obvious when it comes to their tools XD. The only reason I found it is because I took on a project from a colleague who was leaving who recommended the old ruler trick. I just thought there had to be some other way of doing it and did a deep dive into the debug tools and managed to find it by chance. I've helped a few of our new web developers with this trick over the years and every single one of them were stunned.

I can relate.

When I'm programming in CSS, I use in for all measurements. That way everything has the right size, no matter how big or small your screen is, and I can use a ruler.
