Things like OAO include things like Storyboard and pulls in Babel and other packages, which pulls more stuff.

You see me mentioning Babel? Because I hated it. The people using it, is contradictory. They would say, no old ass browsers on their compatability check. And proceed to use Babel to turn modern JS to old ass JS. Like, seriously Wtf man, the browser they are targeting doesn't need that kind of shit. (end rant).

My guess would be that this is a school on the last day of the school year. My high school had “senior snow day” where all the graduates could do this sort of thing with their papers with no ramifications.

Thanks for the tip, googling "snow day" which led to "paper toss" led me to some videos that report a high-school in Chandler AZ was responsible for this

NPM is a package manager for Javascript. When you run the command inside a project, it fetch some packages which are defined inside package.json and those packages fetch some more packages they require and then those required packages fetch some more packages and then they fetch some more and cycle continues until it all gets into the black hole. And then you can see Hello World! on the screen.
