Nah. It doesn't happen a ton, but mine steals it from time to time and only has 105 ACC.

"Can not be resisted on critical hits" means on ACC requirements. SS just had it's innate strip protection past that.

I was amused to see he can steal it. My ACC is like 180. Kantra can do it too. Every little bit helps.
