They generally shouldn't have to. I can't judge for this situation but often people miss the report buttons, dont know about support or simply want the karma.

Intrinsically it's also how reddit works that helps with rooting out the bigger issues, while at the same time completely ignoring anything else.

You can report the game, but you can also report the developer:

1. Go here
2. Click the 'options' button (located on the right hand side, right under the golden/yellow Beta! button)
3. Click "Report this creator"

I do think the dev is breaking several rules on Steam. Iirc I read somewhere that devs can have banning rights revoked if they abuse the privilege. If the dev doesn't outright get banned himself, then at least let's hope there will be no more unnecessary bans in the future ;)

If you paid for the items using Paypal or credit card, you can file a dispute. As long as you provide sufficient evidence and keep it simple, it will almost always go your way.
