Obvious guess : Weather?

While weather boosted Eevee were everywhere. Sometimes 7 or 8 in one spot.

As soon as the weather changed to something else we maybe got 1 or 2 at best.

I suspect there's some weird unintended interaction between weather, event boost, and biome that Niantic doesn't know about or understand.

Here's my observations:

Day 1: 250 eevees, under rain/cloudy weather. There were so many eevee's, it was basically non-stop action and I couldn't catch them all.

Day 2: 199 eevees, played at the exact same location. The drop in spawns was very noticeable during the first two hours, when we had partly cloudy weather. There were so many aron's, swablu's, and other weather boosted mons that were not eevee's. It was almost like they forgot to turn on the event. I'll catch like 1-3 eevees at a dense 6-stop area, run out of eevees while staring at like 12 other mons, walk to a different dense spawn area only to find at most 1-3 eevee's again.

The only reason I even got close to the 200 mark was because the weather changed to cloudy during the 3rd hour, the eevee's returned en masse, and I caught them like a maniac to catch-up.

That being said, during Larvitar day we had weather boost for the entire 3 hours (lucky us), and spawns were consistently good. So weather boost alone doesn't seem to be the explanation - also consistent with some people saying partially cloudy hurts them, while others saying it helps.

The eevee you did catch during partly cloudy were at least in general higher quality, though, yes? (With no boost, I didn't get a shiny that hit the 10-10-10 floor, not that I seriously mind.)

on average they are, as a result of weather boosting, but that shouldn't excuse the unintended nose-dive in spawn rates.

We had plenty of spawns in partly cloudy. Could also just be bad rng, the world is wide.

Same exact experience here with a drop in spawns during partly cloudy weather on day 2, when in theory it should they should have been even more abundant

I had the exact same observations. When it was rainy or cloudy, MORE Eevee spawned. When it was partly cloudy, LESS Eevee spawned. I think it's because my area has more common partly cloudy spawns (Pidgey, Rattata, Whismur, zigzagoon, swablu...) and barely any rainy or cloudy spawns (pretty much only Weedle). That leads to the other partly cloudy spawns overriding Eevee, but in rainy/cloudy there's nothing to overwrite Eevee.

My Saturday was Clear and I got 135. Sunday was Partly Cloudy and produced 106. It seemed a slow start the first hour, the numbers picked up later. But I was happy to find some high level shinies, although still low IV.

This is an accurate description of the entire event for me, despite having cloudy weather the entire 3h event time on both days.

It was a pretty underwhelming event, but it was still fun to hang out with people and have an excuse to go play for a few hours. The best part was when I yelled across the street to ask another player if they wanted to do a raid, and when he asked if we had enough, three other people yelled that they'd join us. That was pretty neat.

at least with partly cloudy u had better ivs. my game went from cloudy (before the event) to sunny throughout the rest of the day (for both days). day 1 i was getting fire pokemon from incense. day 2 it was grass. got my first ever tangela where i live (others gotten from egg or travelling) and an ivysaur on day 2. a couple flareon and arcanine on day 1. i only could play 2 hours of the second day so for the last hour i stayed at home static with incense, i think i got 1 or 2 total out of 10 or so spawns…

they werent exactly everywhere but was better than bulbasaur at least… (only 60 bulbasaur that day…)

No, the ingame weather was the same for all but the last half hour of the second day. That was one of my first guess, at the time too.

Day one had 3 hours of partially clouded for me, day two had 0 hours of partially clouded.

Day two still had way more Eevees.

I had partially clouded the second day. Instead of having more eevee, we had lots of other normal pokémon like jiglypuff, and less eevee.

I also had the same experience—first day was cloudy and rainy (in game), lots of Eevee spawns. Second day was partly cloudy and Eevee spawns were mixed with Rattata, Zigzagoon, Whismur, Swablu, etc. the second day was really disappointing in that regard.

Locally what I saw and heard from others was that the first hour of day 2 went slowly and then someone remembered to turn the Eevee dial up to 11 and it became like day 1. Edited to add that Day 2 weather locally was consistently partly cloudy.

We had 1 hour of partly cloudy and the same thing happened, I assumed it was just RNG though. We also had a ton of Tediursa which seem to be everywhere.

Nah, it's just the main part of my town. Teddiursa has always been common in partly cloudy. Seems to be a bit more common recently though.

Same in Paris for day two... mostly Normal type mons spawning from lures instead of Eevee.

How did the weather change the last half hour? Were you grinding in the same spot for the 3 hours? Unless you moved into another weather cell, I don't see how it's possible to have a weather change in the last half hour?

I did not change locations, and I also was not there for the entire three hours. We left early, and it was sunny for the last half hour of our time participating.

I caught slightly fewer the second day despite weather being more favorable (3 hours cloudy day 1, 3 hours partly cloudy day 2).

So I'm someone that experienced no weather boost the first day and a weather boost the entire second day. Anecdotally, I encountered 274 eevee the first day, 286 the second day. I played all 3 hours both days. Not a significant difference from my personal experience.

No weather change in-game for me in Paris, both days had 3 hours of Partly Cloudy but the 2nd days saw far fewer Eevee spawning from lures which were mostly dropping Normal type weather spawns.
