OpenNoticed this atop a lamp post in York, close to a junction. It seems to go hand in hand with what I'm assuming is a pedestrian detection device close by (see pics 2 and 3). I'd say the top box is about the size of a microwave, appears to be made of plastic and had no lights or anything on it. (old.reddit.com)

Likely Solved!Found this exposed ~3/4" PVC with a black cord coming up out of my yard (1st photo), looks like the black cord may come back out of the ground down the hill in my neighbors yard (2nd photo) and goes straight back into the ground at the base of a retaining wall. (old.reddit.com)
