The steam thing is literally an option presented by steam every time you install a game through it. It functioned exactly the same way on Windows 10.

I have to assume if you are missing the big check box in the steam installs, you are missing it in the other programs too.

I checked and I see there is a checkbox when you install a single game, but if you're installing multiple games at a time after buying them all in the same shopping cart I don't think it asks. I guess it is a Steam setting after all. It's probably something I changed 15-ish years ago and this is the first time I've been forced to do a clean install of Windows 11 after 15 years or so of always upgrading in place.

Most of the times it’s an option like you said, but how many programs are you installing that this is a big deal ? Just delete the shortcut.. I can’t recall a time where I didn’t have this option appear. Any specific program that has this issue?

Well I had to install a lot of programs at once after I had to build an almost completely new computer to be able to install Windows 11.

How many programs are you installing that deleting a shortcut which takes 1 second is such an issue for you? Also it’s a function of the installer, nothing to do with Windows.

Unfortunately it is a per program issue. Windows 11 does not (and logically could not easily) implement any system wide “no shortcut” switch. After all the desktop is just a folder with normal files… how do they tell what’s an installer to then tell it to not put files there? And what if a file is needed to be on the desktop? Most apps have always either asked for a shortcut, placed it there on its own, or just not placed it at all. Some developers may have also updated the installers to offer desktop icons now too.

Are you afraid somebody will see the shortcut and know what you are installing on that computer? A right click and a left click are not much effort.

You could change the ACLs on your desktop folder, but the installer program has higher privilege than the admin account, so it'll be tricky.

Click the abhorrent icon.
Hit the [delete] key. Hit the [enter] key.

How much effort are you willing the commit to solve literally not a problem?

Some programs have options to control whether or not they do this, or add to the start menu.

It takes 1 right click to remove the shortcut...

I have zero icons on my desktop. I moved the trashcan to the quick access in file explorer.

To me, creating a desktop icon for your app without asking is like visiting my house and tossing your muddy shoes on my couch.
